President of the Republic of Kazakhstan K. K. Tokayev in his Address to the people of Kazakhstan announced a clear plan of high-priority tasks in the new conditions of the changing world. The pandemic and economic crisis that engulfed the entire planet are forcing us to look for completely new tools to solve problems.
This Address formulates a new ideology, which can be formulated as a synchronization of the pace and priorities of development of the economic and socio-political spheres of Kazakhstan's society.
Over the years of independence, Kazakhstan has gained strength to withstand the harsh factors of a rapidly changing world. A high potential for sustainability is the result of many years of work of the Kazakhstani people and the First President - Elbassy Nursultan Abishevich Nazarbayev. Achievements based on the economic and political stability of the state are a valuable legacy, each of which is reflected in the unique archival documents of the Library of Elbassy.
Maintaining the set course of the First President Nursultan Nazarbayev and commitment to political continuity, Head of state Kassym-Jomart Tokayev gave us new directions for future development. The Address focuses on important economic and political changes in the country, and at the same time, the refrain calls for fundamental changes in society itself.
The global world faced with danger has become detailed. During this period, we have seen the most important, valuable, and priority issues to solve. The President of Kazakhstan, clearly following the strategy voiced in the Address of September 2, 2019, implements the concept of the "Hearing State" - most of the decisions in the current Address are developed taking into account the opinion of Kazakhstanis, their expectations and hopes. The social well-being of citizens remains the top priority of the country's leadership.
In the social sphere, the decisions announced by the President should give the effect of a real breakthrough. To support health workers and teachers, more resources will be allocated from the national budget for wage increases and allowances. In 2021, 700,000 UAPF depositors will be able to use part of their savings for housing, medical treatment, or for financial purposes. The President has also commissioned the drafting of a Social Code.
The current agenda is the development of human capital and investment in new types of education. Kassym-Jomart Tokayev instructed the Government to develop the concept of continuing education. The decision to step up the introduction of alternatives to non-formal education, the recognition of the results of self-learning and the certification of skills is very important and timely. These instructions are aimed at preparing a new wave of entrepreneurs. "Fundamentals of entrepreneurship", which was mentioned by President K. Tokayev, should become one of the school subjects for Kazakhstani children.
Kassym-Jomart Kemelevich called on the society to change the perception of labor values, to teach the younger generation to appreciate work, not to divide it into prestigious and non-prestigious. Changing this paradigm is possible with a proper approach to the basics of education. That is why the Government has been instructed to provide 100% coverage of children under six years of age with pre-school education by 2025. The President drew particular attention to the growing problem of bullying people on the Internet, especially children.
Environmental issues are one of the most important topics of the current Address of the Head of state. Over the past year, they have acquired very clear features that attest to the great ecological illiteracy of our society. Therefore, among the new principles of the country's development are greening the economy and protecting the environment, and the President's order to develop a bill on animal protection.
The measures announced in the Address allow us to move on to the formation of a new eco-environment in Kazakhstan in practice. In particular, measures to plant 2 billion trees. This will transform not only cities but also neighborhoods. The global environmental problem of desertification can be addressed through such strategic measures. This is also very important for Kazakhstan.
The environmental issue has always been the focus of the country's leadership. All the initiatives of Elbassy in the field of environmental protection continue to develop. One of them is the "green belt" around the capital. The 87,000-hectare natural barrier creates a unique ecosystem, protecting the country's main city from dusty winds and snowstorms. The grandiosity of the plan is that the forests of the "green belt" will gradually be merged with the massifs of the "Shchuchinsko-Borovskaya resort zone". Many environmental projects of Elbassy have already taken "deep roots", and our task is to preserve this heritage and multiply it. This is also the environmental message of President Kassym-Jomart Tokayev, who calls for paying due attention to the environmental education of the younger generation in schools and universities.
We would like to draw attention to the fact that the key content of the Address is to improve the efficiency of state bodies. The time has come to formulate sound strategic plans and programmes, both regional and sectoral. In this regard, the creation of the Strategic Planning Agency, as well as the Ministry of Emergency Situations is a response to the current development of the country, demonstrating the readiness of the state to define more clearly and specifically all medium and long-term development plans of the country.
The decision to raise the status of local self-government bodies is important, as well as to create a single legitimate institution of online petitions for citizens to initiate reforms and proposals. New measures are needed to increase the level of public confidence in the government, and they will be based on the new Concept for the development of local self-government.
In a regional context, these decisions can give a powerful impetus to social and economic development, and above all, the very concept of self-government will be given real meaning. Increasing the role of rural akimats, the formation of self-government institutions in rural areas, including by increasing responsibility for decision-making at the level of maslikhats - all this will make it possible to form a single socially, politically and economically active field throughout the country.
In general, as a large-scale strategic document for the development of the state, the Address of President K. Tokayev covered all the most important and key aspects of the future life of the people of Kazakhstan. However, despite the long-term nature of most of the tasks, they need to be addressed here and now.
The Library of Elbassy, as an informational and ideological center aimed at popularizing the global ideas and initiatives of the First President N.A. Nazarbayev, sets its task to clarify the Addresses of the Head of state as the main strategic document of the country.
