THE STRATEGY OF THE FIRST PRESIDENT OF THE REPUBLIC OF KAZAKHSTAN – ELBASSY N. NAZARBAYEV - A DRIVER OF REGIONAL DEVELOPMENT

He noted in his report that it was the strategic vision and conceptual management decisions of the First President of the Republic of Kazakhstan on key issues of the country's development that laid the foundation and determined the vector of Kazakhstan's path, and in expert circles the Kazakh development model is called the Nazarbayev Model.

– Our Kazakhstan experience should be considered on a par with the well-known successful modernization projects of our time. The management "according to Nazarbayev" has an emphasis on program and strategic methods, from the idea to actions and results. The model has a detailed vision of the basic characteristics of the future of Kazakhstan and ways of its long-term development, taking into account the changing external and internal contexts. The Model of Nazarbayev is built on the pragmatic risk management based on objective assessment of opportunities of the state and represents the full administrative cycle that allowed Kazakhstan to avoid many traps on the way to sovereignty and to achieve sustainable development, – he emphasized.

Mayor of Aktobe region, doctor of economic Sciences, Professor Berdibek Saparbayev addressed the participants of the conference with a welcoming speech.

– From the first days of Independence, the President set a clear goal - Kazakhstan should become a prosperous state. It was not an easy task. There were many difficulties and obstacles that our people overcame thanks to their unity and cohesion. Today, our country is on the path of sustainable development. The success that Kazakhstan has achieved over the past quarter century are directly related to the name of the First President – Nursultan Nazarbayev. "Grow and prosper the land of plenty - Aktobe" – once wished Elbassy. And today our region is actively developing thanks to united work of Aktobe residents. The President always says that if there is no agreement but only the separation, there can be neither national values ​​nor common goals. Therefore, the current scientific conference is so important for the Aktobe public. Its purpose is strengthening of statehood, unity of the people, education of the younger generation, – he said in his speech.

– Actions of the Elbassy Library held within the framework of the exhibition project "N. Nazarbayev: epoch, personality, society" in different regions of our Republic, become significant events in the political and cultural life of the country. Today, as part of this project, we are holding in Aktobe regional state University a scientific and practical conference "Strategy of the First President of the Republic of Kazakhstan – Elbassy N. Nazarbayev – a driver of regional development". I want to greet and say: "Welcome!" to all participants of this event on behalf of the collective of our university, - rector of ARSU, doctor of philological sciences, professor Bauyrzhan Erdembekov addressed the audience. - May all the ideas, suggestions and theories of today's conference serve for  the qualitative implementation of the tasks set by the President to the people of Kazakhstan.

In total, the conference was attended by 126 scientists from 8 foreign countries (China, South Korea, the Republic of Turkey, the Republic of India, the Russian Federation, the Republic of Uzbekistan, the Kyrgyz Republic) and more than 20 universities of Kazakhstan, including Professor of Xinjiang University of Finance and Economics (People's Republic of China) Li Jianhong, eminent educator of the Republic of Bashkortostan, Honored Worker of Higher Professional Education, Doctor of Pedagogical Sciences, Professor of the Bashkir State Pedagogical University (Russian Federation) Philarit Teregulov, Scientific Researcher of Tongmyong University (Pusan, South Korea) Son Si Mion, Rector of WKSMU named after M. Ospanov, DM, Professor Yerbol Bekmukhambetov and others.

The conference participants discussed the results of scientific research in the implementation of the policy article of the Head of State "Looking into the future: modernization of public consciousness", the project "Five Social Initiatives of the President", preserving the culture of interethnic, interfaith harmony and spiritual development, foreign policy initiatives of the First President-Elbassy as a factor increasing the international status and authority of Kazakhstan in the world community in the context of the strategy of N. Nazarbayev on the development of regions of Kazakhstan.

The Library of Elbassy will publish a collection of scientific papers of the participants of the conference.

As part of the conference, the Library of Elbassy also presented a book exhibition from the collection of the personal library of Elbassy "Leader recognized by the world", dedicated to the strategy of Kazakhstan's foreign policy as a result of the high authority of Elbassy – a world-scale polician.

The exhibition, consisting of sections "Elbassy and Independence", "People and Elbassy", "Leader recognized by the world", presents more than 100 publications about N. Nazarbayev. The books by writers and publicists, famous domestic and foreign political scientists, contemporaries and colleagues of Elbassy narrating about the childhood and youth, a labor way and political activity, personal qualities of the Head of State as the national leader, the citizen, the person.
