REPUBLICAN REFERENDUM OF CONSTITUTIONAL AMENDMENTS WILL DETERMINE THE SUSTAINABLE TRAJECTORY OF FURTHER REFORMS, B. TEMIRBOLAT.

A roundtable, "Referendum: Conceptual aspects", was held in the Library of Elbasy to discuss the importance of the constitutional reform in building a new Kazakhstan. Representatives of the expert community, scientists, and public figures attended the event.

"Head of State Kassym-Jomart Tokayev has been actively promoting the mechanisms of self-organization of society since the first days of his presidency. The adoption of constitutional amendments by the population through a republican referendum will determine a stable trajectory of further reforms and increase civic responsibility," said Bakytzhan Temirbolat, Director of the Library of the First President of the Republic of Kazakhstan, opening the roundtable.

"The referendum is the most important form of expression of the will of citizens, their direct participation in the governance of the state. The amendments and additions to the Constitution put to a referendum aim to make a transition to the Second Republic, implying a model of "a strong President - an influential Parliament - a responsible Government." These complex changes will affect all sides of public relations," said Yermek  Abdrassulov, a member of the working group to develop proposals for amendments to the Constitution of the Republic of Kazakhstan, Professor of L.N.Gumilyov ENU.

"This historical stage, in which our country is now, is indicative in the sense that our evolutionary development and the increase in the political consciousness of citizens has reached a level where we can make many decisions not through Parliament but a popular vote," stressed Madina Nurgalieva, Director of Institute of Public Policy of "Amanat" party, Candidate of Political Sciences.

"In a turbulent world, a rapidly changing geopolitical situation and new challenges of our time, holding a referendum will significantly speed up the determining political modernization of the state and promptly respond to its requests. A new style of communication and interaction between the government and society is being formed before our eyes," said Yerkin Abil, Director of the Institute of State History of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan, Doctor of Historical Sciences.

During the event, Professor of Al-Farabi Kazakh National University Gaziz Telebayev, Head of the Political Research Department of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan Yermek Toktarov, Professor of Astana IT University Saule Mamytova, an expert on socio-political and social issues Sagintay Berdagulova also shared their opinions.

Summing up the discussion, B.Temirbolat thanked the roundtable participants, noting that no one should stand aside in such a fateful time for the country, and everyone could make their historical choice.
