On September 22, the Library of Elbasy held the International scientific and practical conference "Independence and Elbasy: A New History of Creation", dedicated to the 30th anniversary of the Independence of the Republic of Kazakhstan and the 15th anniversary of the National Archives of the Republic of Kazakhstan.
The conference was organized by the Library of the First President of the Republic of Kazakhstan - Elbasy and the National Archives of the Republic of Kazakhstan.
The conference was attended by the representatives of the political leadership, information research centers, state and national archives of Kazakhstan, Kyrgyzstan, Russia, Turkey, Uzbekistan, experts and specialists in the field of the modern history of Kazakhstan and global political transformations, etc.
The participants made presentations and discussed the peculiarities of the strategy for the establishment of an independent Kazakhstan and the historical role of the First President of the Republic of Kazakhstan - Elbasy N.A. Nazarbayev, through the prism of the development of the national archival industry.
The conference participants received a welcome address from the Prime Minister of the Republic of Kazakhstan Askar Mamin: “The National Archives has become a repository of documentary monuments of the history of the state, a treasure trove of valuable national resources - historical, scientific, economic and political documents that are an integral part of the heritage of the people of Kazakhstan. Undoubtedly, you are doing important work, meaningfully enriching the new history of the young state, collecting the chronology of significant events, preserving unique artifacts and preserving this heritage for future generations. "
“The archive is a sacred repository of the history of our ancestors, their wisdom, originality and uniqueness, their worldviews and precepts. Each document in the archives is unique proof of the past, unprecedented. Historical facts, supported by evidence and arguments are a valuable tool for shaping national identity. The role of the archives of Kazakhstan is extremely important for the whole world to recognize the depth of the history of our state, which has become the basis of our independence, “- noted in the greetings of the State Secretary of the Republic of Kazakhstan Krymbek Kusherbayev.
The Head of the Office of the First President of the Republic of Kazakhstan - Elbasy Makhmud Kasymbekov also sent a welcoming address to the conference participants: “The archives of any country preserve its true history for future generations. The archive is a treasured repository of the nation's history. The National Archives of the Republic of Kazakhstan, founded on the initiative of the First President of the Republic of Kazakhstan Nursultan Nazarbayev, conscientiously fulfills the most important mission of collecting and storing valuable documents of state importance. Today it has become a methodological center that can significantly increase the availability of archival documents for the public through the effective use of information technology and the organization of international events. The employees of the archive deserve enormous gratitude, who are tirelessly working on the creation of a documentary database about the most important events in our country.”
In the Plenary session of the conference, the director of the Library of Elbasy Bakytzhan Temirbolat made a report:
- “A turning point in the development of archival affairs in Kazakhstan began with the adoption of the Law “On the National Archival Fund and Archives” on December 22, 1998. Subsequently, key normative legal documents for the archival sphere were developed and adopted. The conceptual documents that defined the priorities for the development of the archival industry were the programs “Мadeni mura”, “Ruhani zhangyru”, “Archive-2025”. The program articles of Elbasy N.A. Nazarbayev “Seven Facets of the Great Steppe” and “Independence is above all” of the President of Kazakhstan K.K. Tokayev played a significant role in the formation of the archival industry. In the same vein, the order of the Head of State on the establishment of a Commission for the Rehabilitation of Victims of Political Repression should be considered” – said the director of the Library of Elbasy B.Temirbolat and congratulated the staff of the National Archives of the Republic of Kazakhstan on its 15th anniversary.
- Since independence, many issues in the field of archiving have been studied and revised. In particular, by the Decree of the Government of December 20, 2019, a Comprehensive Plan for the implementation of the project “Archive-2025” was adopted, aimed at replenishing and introducing into the scientific sources of the national archival fund of the documents on the history of Kazakhstan that stored in national and foreign archives, museums, libraries and scientific centers. The Ministry of Culture and Sports within the framework of the state program “Digital Kazakhstan” developed the informational system “Single electronic archive of documents”, which should ensure the automation of the main directions of activity for the formation of documents of the archival fund and their preservation for future generations. There are more than 200 state archival institutions and their branches are operated in the republic, five of them are of the republican level. The volume of documents of the national archival fund and documents on personnel is more than 25 million items. Annually, the volume of the archival fund increases by an average of 400 thousand storage units, - said Vice Minister of Culture and Sports of the Republic of Kazakhstan Gabidolla Abdrahimov.
Deputy Chairman of the Scientific Council of the National Archives of the Republic of Kazakhstan Mirbolat Zhakypov emphasized that thanks to the policy pursued by the First President of the Republic of Kazakhstan N.A. Nazarbayev Kazakhstan has become a leader in digital development in the CIS.
- Congratulations to the staff and management of the National Archives on the 15th anniversary of its history! I hope that National archive will become one of the leaders in its industry, - he concluded his speech.
A number of domestic and foreign conference participants joined the discussion by via videoconference.
Director of the State Archives under the President of the Republic of Turkey Ugur Yunal in his speech congratulated the friendly and fraternal Republic of Kazakhstan on the 30th anniversary of its independence and the 15th anniversary of the National Archives. “I hope that the close relationship and fruitful cooperation between our countries will continue to improve. We are ready to fulfill our obligations in strengthening cooperation with Kazakhstan in the field of archiving” – he said.
Director General of the National Archives of the UAE Abdullah Al-Raisi in his video message also congratulated Kazakhstanis on the 30th anniversary of the independence of the Republic of Kazakhstan.
Director of the Central State Archives of the Kyrgyz Republic Zhumabay Bechekov in his report spoke about the tendencies and prospects for the development of archiving in Kyrgyzstan. Chief Researcher at the Institute of Russian History of the Russian Academy of Sciences Dina Amanzholova devoted her speech to the topic “The creative vector of the modern history of Kazakhstan: the state and the personality of the leader”, the Chairman of the Public Association “Trade Union of government servants, bank institutions and community services”, director of the Central State Archive Sabit Shildebay presented the report “The First President of the Republic of Kazakhstan - Elbasy N.А. Nazarbayev and the idea of the unity of the Turkic peoples”, professor of the Department of History of Kazakhstan and World History of Atyrau University named after Kh. Dosmukhamedov Akkali Akhmet touched upon the role of the archive in the information age, the Head of the Information Service of the Uzarkhiv Agency of the Republic of Uzbekistan Anvarjon Aliyev shared his observations in the field of studying the world experience in the creation and implementation of information systems for managing archival affairs, a report on the activities of the National Archives of Kazakhstan was presented by its director Sagila Nurlanova.
As a result of the conference, a corresponding Resolution was signed.
