On November 11 the Library of the First President of the Republic of Kazakhstan Elbassy held the International scientific-practical conference «The First President of the Republic of Kazakhstan – Elbassy: the strategy of state administration and the phenomenon of leadership» at the Central State Museum of the Republic of Kazakhstan (Almaty).
The event was organized in the framework of the mobile scientific-educational exhibition project of the Elbassy library «N. Nazarbayev: epoch, leader, society».
The deputy director of the Elbassy library, doctor of political sciences, professor Amerkhan Rakhimzhanov in his welcoming speech noted the global role of the First President of the Republic of Kazakhstan Nurusltan Nazarbayev in the formation of independent Kazakhstan.
–The role and importance of political leadership of our President in the contemporary history of the formation and development of independent Kazakhstan are indisputable. The political courage of the Head of state Nursultan Nazarbayev, his strategic talent, perseverance and confidence in achieving the goals became the core of the formation of Kazakhstan as an independent state, whose successes are now recognized by the world community. «Nazarbayev's political leadership» and «Nazarbayev phenomenon» notions entered to the lexicon of experts and politicians, political scientists and publicists, becoming the object of their study. The researchers on the basis of three known models of political leadership explained Nursultan Nazarbayev’s phenomenon of leadership: this is the personality traits, and the style of leadership, and the changing historical situation. Therefore, the «Nazarbayev phenomenon» should be considered primarily through the prism of its political style, the relationship with the society and the strategic priorities which he puts on the future.
– Nursultan Nazarbayev's political leadership success, his unquestionable high authority in the international arena are largely due to the personal qualities of the national leader of Kazakhstan, among which the ability to defend its position to the limit, the firmness of convictions and the ability to finish what he start, despite the obstacles and difficulties. All these qualities inherent in Nursultan Nazarbayev. It’s a manifestation of a strong leadership principle, characteristic for statesmen of the highest international level, – concluded Amerkhan Muratpekovich.
The deputy mayor of Almaty Arman Kyrykbayev noted in his speech:
– We are honored to be hosting guests from the capital and take part in a significant event dedicated to the activities of the Head of state. Almaty is a city inextricably linked with the personality of our President. This is the «golden cradle» of our independence, the main architect and symbol of which is Nursultan Nazarbayev. In the first years of Kazakhstan's independence important historical, fateful decisions were made in Almaty: the Constitution, the national currency, state symbols were approved, the first election and inauguration of president were held. All these years, thanks to the policy of the Head of State, Kazakhstan is on track to success. Our country has achieved impressive results in development, raised the well-being of citizens. The international exhibition EXPO, which was held on the initiative of the Head of State, once again demonstrated the high international prestige of Kazakhstan and its President. Our country is included to the 50 developed countries of the world. The President set the task to enter TOP 30 countries with the highest standards of life. The large-scale political, economic and spiritual modernization institutional reforms proposed by the President, are intended to solve this strategic goal today. The events – as exhibitions and conferences, this is exactly the way that is able to convey to our youth every nuance, every stage, every moment of 25 years of continuous victories of our state.
The director of the UNESCO Cluster Office in Almaty Krista Pikkat, noted the great potential and significance of Kazakh culture in the modernization of public consciousness process initiated by Elbassy:
– Thanks to the efforts of the President and the Government of the Republic of Kazakhstan, you understand that any element of spiritual culture is a value in itself, therefore a special role is given to the cultural potential of the nation. Your country has a rich cultural heritage, which has yet to be reveal to the world community. UNESCO highly valued its partnership with Kazakhstan under the leadership of President Nursultan Nazarbayev at the national, regional and international levels, using and promoting culture as a vector for a more peaceful, safe, fair and more credible human future.
Blaumann Ferenc Consul General of Hungary in Almaty noted in his speech that he takes part in the conference with great pleasure, because it’s connected with such a historically important and outstanding figure of the Kazakh people as the First President of Kazakhstan – Nursultan Abishevich Nazarbayev:
– N. Nazarbayev is a great friend of Hungary. As the first President, he did a lot to strengthen the kazakh-hungarian relations to a high level and promote their further development. Let me say a few words about the results of our diplomatic relations achieved over the past 25 years. The diplomatic relations between the Republic of Kazakhstan and Hungary were established on March 23, 1992. In 1993 were opened the Hungarian Embassy in Kazakhstan, as well as the Hungarian Embassy in Almaty. Since September 2012, an honorary consulate was opened in the Karcag – the kipchak’s city in Hungary. In 2014 in Atyrau, in 2016 in Aktobe and in 2017 in Shymkent were opened an honorary consulate. In general, relations between our countries are characterized as strategic. For a quarter of a century of our partnership, trade and economic relations have developed actively, a line of joint economic projects were realized, a joint agricultural private investment fund was created, a Hungarian trading house was opened. Nursultan Nazarbayev's visits to Hungary was given a powerful impetus to the expansion of the dialogue.
During the event, the participants heard more than 25 reports and speeches, as well as discussed various aspects of the stated topic.
