The Library of the First President of the Republic of Kazakhstan hosted an international scientific round table «The Diplomatic Service of the Republic of Kazakhstan: historical legacy and modernity», dedicated to the 30th anniversary of the establishment of diplomatic relations between Kazakhstan and foreign states.
The Archive of the President of the Republic of Kazakhstan together with the Library of the First President of the Republic of Kazakhstan organized the event.
Well-known statesmen who stood at the origins of the formation of the diplomatic service of Kazakhstan, heads of foreign diplomatic missions accredited in the Republic of Kazakhstan, representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, experts in international relations, students, graduates and doctoral students of specialized faculties of leading universities took part in the round table.
During the event, participants discussed the main stages of the development of Kazakh diplomacy in historical dynamics.
«Kazakhstan's diplomatic service is capable of solving the most complex and large-scale tasks of our time. It can be said with confidence that the rich experience of multi-vector foreign policy, accumulated by Kazakhstan in the international arena over 30 years of independence, is of great practical importance not only for our country, but also for the world community. In his speech on the occasion of the 30th anniversary of the diplomatic service, Kassym-Jomart Kemelevich Tokayev, who was at the forefront of Kazakh diplomacy and for many years headed the foreign policy institute of our country, noted that this anniversary date coincided with a turning point when our people began to create New Kazakhstan. Kazakhstan faces large-scale tasks of deoligopolization of the national economy, democratization of the political system based on the concept of a "hearing state", a radical expansion of the participation of citizens and civil society in the process of government. At the same time, the success of these reforms, as international experience shows, is closely interconnected with the effectiveness of foreign policy»б – said Bakytzhan Temirbolat, Director of the Library of the First President of the Republic of Kazakhstan.
The Director of the Archive of the President of the Republic of Kazakhstan, Aliya Mustafina, in her speech said that a separate block of the Archive fund is made up of documents on the foreign policy of Kazakhstan. First, these are documents of the Ministry of Foreign Affairs of the Republic of Kazakhstan and the diplomatic missions of the country, but personal funds of political leaders who have devoted their lives to the development of domestic foreign policy are of particular value. Today’s exhibition presents the exhibits from the Archive of the President of the Republic of Kazakhstan that demonstrates the history of the formation and development of the external political institution of the republic.
“Kazakh diplomacy has a deep centuries-old history. In the current conditions of international turbulence, our country remains committed to a balanced and multi-vector foreign policy. Today, Kazakhstan is perceived in the world as a generator of stability, a dynamic and prosperous model of state building. Our country has rightfully become a recognized leader in the field of nuclear disarmament. We participate on an equal footing and contribute to the solution of regional and global problems of our time,”– said First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, Kairat Umarov.
The First Minister of Foreign Affairs of Kazakhstan, Tuleutay Suleimenov, shared his thoughts: “At the dawn of independence, it was very difficult to build the work of the Kazakhstani foreign ministry. The primary task was to achieve recognition of our country abroad. In October 1992, the sovereignty of Kazakhstan was already recognized by 61 country; at the first stage, diplomatic relations were established with more than 50 countries. It was a busy time in determining the main vector for the development of the country's foreign policy."
«On December 31, 1991, Kazakhstan applied to join the UN, which is evidence of the understanding of the leaders of the young independent state in the paramount importance of this global organization for the formation and further entry of our country into the international community. On March 2 of the same year, at the 46th session of the UN General Assembly unanimously accepted the new sovereign state into its ranks. Over 30 years of its productive cooperation with the UN, Kazakhstan, thanks to a consistent foreign policy, has become an authoritative member of the World Organization and a responsible partner in the international arena that ensures a safer and more sustainable world»б – said UN Women National Coordinator Madina Dzharbusynova.
«Today, on the world stage, Kazakhstan is deservedly considered a responsible and reliable state partner, pursuing an open foreign policy with other states. Kazakhstan is a member of international organizations. Over the past 30 years, the Republic of Kazakhstan has established diplomatic relations with about 180 countries of the world. Among them, the People's Republic of China takes a special place. Kazakh-Chinese relations, developing in the spirit of good neighborliness, mutual trust and partnership, have risen to an unprecedented comprehensive strategic level in the diplomacy of Kazakhstan and China», – shared Shakhrat Nuryshev, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to China.
Baghdad Amreyev, Secretary General of the Organization of Turkic States, also shared his opinion: «Over the past three decades, Kazakh diplomacy has been recognized as one of the most important achievements of the country. It made a significant contribution to the political, economic, social and cultural development of the country, and allowed Kazakhstan to become one of the most important subjects of the Eurasian space. By proposing to create a Conference on Interaction and Confidence Building Measures in Asia, our republic has truly taken a big step towards turning the Asian continent into a territory of harmony and stability».
«One of the important directions of the country's foreign policy is to support and strengthen ties with our compatriots living abroad. The Kazakh diaspora, according to various estimates, which numbers from 5 to 7 million people, is an effective foreign policy and economic resource that contributes to the harmonization of international relations», – said Abzal Saparbekuly, President of the Otandastar Foundation.
As part of the event, a thematic exhibition «Kazakhstan's diplomacy: multi-vector and balance» was held, which demonstrated archival documents and photographic materials covering the most significant events in Kazakhstan's foreign policy.
The exposition of the exhibition presents:
- archival materials from the Library of the First President of the Republic of Kazakhstan, as well as documents provided by the Archive of the President of the Republic of Kazakhstan, regulating the activities of the Ministry of Foreign Affairs of the Republic of Kazakhstan and diplomatic missions abroad, highlighting Kazakhstan's entry into international organizations, first state and official visits, etc.;
- a museum collection of diplomatic gifts that represent the relationship and cooperation of Kazakhstan with its international partners, reflecting the identity of these countries;
- book collections about the history of Kazakh diplomacy, collections "Autograph for memory", donators of which are well-known political figures.
