Today the international conference "OSCE Astana Summit 2010: Historical Significance and Relevance" was held online in Nur-Sultan. The organizers were the Library of the First President of the Republic of Kazakhstan – Elbasy, together with the Ministry of Foreign Affairs of the Republic of Kazakhstan and the OSCE Program Office in Nur-Sultan.
As you know, in 2010, Kazakhstan became the first post-Soviet state, the first representative of Central Asia and the first predominantly Muslim country to be entrusted with the presidency of the European structure.
The initiator and ideologist of Kazakhstan's OSCE chairmanship was the First President of Kazakhstan – Elbasy Nursultan Nazarbayev.
A welcoming address to the participants of the event on behalf of the First President of the Republic of Kazakhstan - Elbasy N.A. Nazarbayev was voiced by Adil Tursunov, Advisor to the First President of the Republic of Kazakhstan — Elbasy, Head of the Department of Information and Analytical Support of the Office of the First President of the Republic of Kazakhstan - Elbasy.
"I welcome the participants of the international conference dedicated to the 10th anniversary of the OSCE Summit held in Astana in December 2010. This summit was one of the most striking events in the history of Kazakhstan's chairmanship of the OSCE, a large and significant transcontinental organization that unites 57 states of Europe, Central Asia and North America. The country of the Great Steppe was the first country in the post-Soviet space to be honoured to lead the OSCE. Personally engaged in the promotion of the application for the post, I assumed that, first of all, thanks to our responsible and peaceful policy in the international arena, our country is quite capable of consolidating the "common family" in order to undertake a serious analysis of the role of the organization and shape its future.
I am sure that the legacy of Kazakhstan's chairmanship and the OSCE Astana Summit is of continuing relevance in the formation of a just and lasting peace, as well as strategic stability and security in the space of the "four oceans" – from the Atlantic to the Pacific and from the Arctic to the Indian", said Elbasy Nursultan Nazarbayev in his message.
Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan Mukhtar Tleuberdi in his statement noted the main priorities of cooperation between Kazakhstan and the OSCE in promoting dialogue and peace, and recalled that our country in 2020 assumed the chairmanship of the CICA.
"We are ready to promote practical cooperation between the OSCE and the CICA, as the two sites have identical objectives and similar approaches in addressing the key problems of Eurasia. We call on the partners to support the idea of a dialogue between the CICA and the OSCE, as well as the transformation of the CICA into an Organization for Security and Development in Asia. The main themes of the Astana Summit - the issues of dialogue and sustainable security in the Euro-Atlantic and Eurasian spaces, the problem of Afghanistan, the solution of the "frozen" conflicts - are still topical today", M. Tleuberdi said.
Director of the Library of Elbasy Bakytzhan Temirbolat, moderator and speaker of the conference, stressed that, in the anniversary year of the thirtieth anniversary of Kazakhstan’s independence, we can responsibly state that our country is continuing its path towards the consistent development of democratic practices in governance and daily life. During his tenure in office, the First President of Kazakhstan – Elbasy N. A. Nazarbayev consciously and purposefully pursued a policy of modernization of the political system.
"For almost two years of active work, President of the Republic of Kazakhstan K. K. Tokayev initiated three major packages of new political reforms aimed at the further development of Kazakhstan's democracy. A number of initiatives are already in place in law and practice. This shows that the democratic path we chose three decades ago continues today by the new generation of Kazakhstan's leadership. Of course, much work remains to be done, but I am convinced that our work with the OSCE will continue to have a positive impact not only on the development of Kazakhstan but also on the OSCE itself, as well as on the strengthening of security in the Eurasian space", B. Temirbolat said.
The participants of the meeting were shown a special short video, in which the First President of the Republic of Kazakhstan – Elbasy N. A. Nazarbayev and leading political leaders, participants in this historic event in the capital of Kazakhstan shared their memories of the preparations for the OSCE Summit and the difficult diplomatic negotiations between the participating countries of the Organization, which remained behind the scenes of the official chronicle of those years.
In the course of the conference, video messages from the OSCE Chair-in-Office, Minister of Foreign Affairs of the Kingdom of Sweden Ann Linde and OSCE Secretary-General Helga Schmid were also presented, as well as the speeches of the ex-Secretary of State of the Republic of Kazakhstan - ex-Minister of Foreign Affairs of the Republic of Kazakhstan, OSCE Chairman-in-Office in 2010 Kanat Saudabayev , Judges of the International Criminal Court, ex-OSCE Secretary-General Marc Perrin de Brichambaut, Kazakhstani well-known public and political figure Kuanysh Sultanov, OSCE High Commissioner on National Minorities Kairat Abdrakhmanov, Secretary-General of the OSCE Parliamentary Assembly Roberto Montella, OSCE Special Representative and Coordinator for Struggle with human trafficking in 2014-2018 Madina Jarbusynova, Permanent Representative of the Republic of Kazakhstan to international organizations in the city of Vienna Kairat Umarov, Head of the OSCE Program Office in Nur-Sultan Gyorgya Sabo and others.
At the end of the event, all participants agreed that the OSCE and its structures, while promoting the traditional dialogue on a broad agenda, should focus on deeper and more active participation in countering new threats and challenges faced by the Organization's member countries at the current stage of development.
