EXHIBITION TO THE DAY OF THE CONSTITUTION OF THE REPUBLIC OF KAZAKHSTAN: "CONSTITUTION - PEOPLE'S DESTINATION"

On August 29, 2017 on the eve of the celebration of the Constitution day of the Republic of Kazakhstan in the building of «Nazarbayev Centre» was opened the exhibition «Constitution is national wealth» from library and archival collections of the Library. The materials of the exhibition acquaint with the history of adoption a Constitution – a main public property of Independence. It isn't declaratively, but actually proclaimed the rights and freedoms of citizens of the country, the possibility of definition of the independent Kazakhstani Way of further development.

The first Constitution of sovereign Kazakhstan was adopted at the 9th session of the Supreme Council of Kazakhstan of the 12th convocation on January 28, 1993. In December, 1993 the Supreme Council of the 12th convocation abdicated ahead of schedule. It was the reason of the constitutional crisis and a new Constitution formulation. N. A. Nazarbayev used all potential of domestic jurisprudence in this work. There were involved the experts of all allied trades.

The current Constitution was adopted at the republican referendum on August 30, 1995. About thousands representatives of 19 public associations observed the referendum. Among foreign observers there were the representatives of Hungary, Egypt, Poland, Romania, Tajikistan, Ukraine and other states. 90,58% of the voters took part in the referendum. 89,14% of them took vote for the new Constitution.   

This Constitution exists more than 20 years. During this period the changes and additions in Constitution were made 4 times: in 1998, 2007, 2011 and 2017.

 

On March 10, 2017 the Head of state signed the law «On changes and additions in the Constitution of RK». In total there were made 26 amendments in 19 articles which concerned questions of redistribution of powers of the President, Parliament and Government. Among the exhibition materials a specific place has the pen with which the Head of state signed the law on March 10, 2017.
