"In the early 1990s, many believed that Kazakhstan would not be able to build a sustainable statehood. According to foreign skeptics, the ethnic and religious structure of the population and the geopolitical situation should have become insurmountable obstacles to achieving this goal. Moreover, during the parade of sovereignties, a wave of nationalism and civil strife swept many post-Soviet countries. But thanks to the clear and sound policy of the First President of the Republic of Kazakhstan N. Nazarbayev - Elbassy Kazakhstan has refuted all these forecasts and proved that with a competent and consistent political will, conflicts of cultures, ethnic groups and civilizations are not a fatal inevitability, said Director of the Library-Elbassy, Doctor of political science Amerkhan Rakhimzhanov. – The young Republic needed its own internal policy tools that took into account local specifics, not imported from outside. The Assembly of People of Kazakhstan has become such an effective tool. The activity of the Assembly played an important role at all stages of the Independence of the Republic of Kazakhstan. Kazakhstan's model of inter-ethnic harmony has proved its viability and effectiveness. Today, Kazakhstan is a unique example of inter-ethnic peace and stability both in the Central Asian region and at the global level. Achievements and results of Kazakhstan in the field of preserving and strengthening inter-ethnic harmony attract the attention of state and public figures, scientists from many foreign countries."
The Assembly of Peoples of Kazakhstan (renamed the Assembly of People of Kazakhstan in 2007) was established on March 1, 1995, at the initiative of the First President of the Republic of Kazakhstan - Elbassy N. Nazarbayev. For the first time, the idea of creating the Assembly as an advisory board was announced by N.Nazarbayev in 1992 at the first Forum of the people of Kazakhstan on the occasion of the first anniversary of Independence. As a result of the constitutional reform in 2007, the Assembly was given a constitutional status, it received the right to elect 9 deputies to the Mazhilis of the Parliament, which significantly increased the political and administrative role of the APK.
