Constitutional reform is the way to a New Kazakhstan

On June 5, 2022, according to the Decree of the Head of State K.K. Tokayev (May 5, 2022), a republican referendum on amendments to the Constitution of the Republic of Kazakhstan will be held.

This event has a historical, and I would note, immense political significance for developing a New Kazakhstan based on justice and the rule of law.

The dynamic and rapid development of socio-political processes in the country and the world requires adequate reflection on modern constitutional processes and constitutional reform of our republic.

Speaking on March 16, 2022, at a joint session of the Chambers of Parliament with the Address to the People of Kazakhstan, Head of State K.K. Tokayev announced large-scale and deep reforms aimed at modernizing the country's political system.

The implementation of K.K.Tokayev's political reforms is carried out according to the formula: "a strong President – an influential Parliament – an accountable Government."

The constitutional reform is aimed, first of all, at the complex transformation of the whole state model. The amendments are intended to consolidate the final transition to a presidential republic with an influential Parliament and an accountable Government.

The upcoming referendum on amendments and additions to the country's Constitution represents a new stage in the development of the state and political system and demonstrates a democratic approach to the transformation of political processes.

The reforms put to referendum concern the whole political system of the society, its modernization and the renewal of the balance of power-society relations. Improvement of the Constitution will lead to changes in the political space towards democratization and further promotion of democratic reforms in the country, expansion and protection of the rights of citizens in political and social spheres, restructuring of political, social and economic models of development, as well as a value change in the worldview of Kazakhstanis.

Our society today is more politicized, shows more interest in politics and political processes taking place in the country, and the participation of citizens in the referendum is an indicator of both the civic responsibility of the population and the level of its political culture. Citizens of the country are given the opportunity to vote directly for changing the Constitution and, therefore, to cast their vote for the future of Kazakhstan.

"The best way to predict your future is to create it," said the 16th President of the United States, Abraham Lincoln. Now, when the country and the people are going through a very important period in the development of our state, we have a chance to change the future for the better. We must remember that we live in the State that we will build.
