THE ADDRESS IN KAZAKH SOUNDED AT THE UN FOR THE FIRST TIME. THE ADDRESS OF ELBASSY AT THE 70TH SESSION OF THE UN GENERAL ASSEMBLY

On September 28, 2015, in the year of the 70th anniversary of the UN General Assembly, the First President of the Republic of Kazakhstan - Elbassy Nazarbayev delivered an address for the first time at the United Nations in the Kazakh language.  The address of Elbassy was simultaneously translated into the six official languages of the United Nations. This event attracted the special attention of the world media, experts, and political scientists. For Kazakhstanis, the speech of Nursultan Nazarbayev in their native language became an important factor in strengthening the authority of independent Kazakhstan in the international arena.

            The initiatives put forward by the First President of the Republic of Kazakhstan - Elbassy N. Nazarbayev cover wide-ranging issues.

            As part of the implementation of the strategy that helps rid the world of wars and, most importantly, to eliminate the cause of war, Elbassy put forward the idea of ​developing a Global Strategic Initiative Plan for the centenary of the UN - 2045, which is to give the world a new trend of development based on equitable conditions of access of all nations to world infrastructure, resources and markets, as well as universal responsibility for the development of mankind. The main steps in the implementation of the strategic document, according to Elbassy, are:

1. Transformation of the UN Economic and Social Council into a Global Development Council, which could include, in addition to member states, all heads of UN specialized agencies, including the International Monetary Fund; and joining the efforts of UN member states to develop a supranational world currency that meets the goals and objectives of global sustainable development and prosperity.

            This initiative may broaden the Council's goals, but at the moment, leading countries such as China, the United States, and the European Union are unlikely to consider this issue in the near future, although it should be understood that in this way it was possible to minimize economic costs, as well as significantly reduce the risk of global crises. 

2. Adoption of the United Nations Universal Declaration on a World Free of Nuclear Weapons.

            In the twenty-first century, humanity must consciously renounce nuclear weapons and build a world based on higher and more trusting relations.

            Kazakhstan, represented by the First President of the Republic of Kazakhstan – Elbassy N. Nazarbayev, as the first state in history to voluntarily renounce the fourth largest nuclear weapon and close the Semipalatinsk test site, is fully entitled to put forward and promote such proposals.

            In addition, a Low-Enriched Uranium Bank was opened in Kazakhstan under the auspices of the IAEA, which also symbolizes the confidence of the world community in our state in the field of nuclear policy.

3. The convening of an International UN Conference at the highest level, designed to confirm the basic principles of international law.

            Today, arbitrary application of sanctions that directly contradict the UN Charter and the norms of international law is unacceptable and under these conditions, Kazakhstan has always advocated and called on the world community to peacefully resolve conflicts, and recalls the need for the conflicting parties to comply with the Minsk agreements.

4. Establishment of a unified global network for countering international terrorism and extremism under the auspices of the United Nations.

            In the modern world, the problem of international security is highly relevant. Terrorist and extremist groups are gaining momentum, and only the unity and responsible approach of the entire international community can eliminate them. Thus, the proposal of Elbassy has a deep meaning and is aimed at the unity of the world against a quite strong enemy.

5. Opening in Astana (now Nur-Sultan) of the International Center for the Development of Green Technologies and Investment Projects under the auspices of the United Nations.

            The gift of an outstanding world leader with a strategic vision allows the First President of Kazakhstan - Elbassy N. Nazarbayev to see the prospect of creating this Center on the basis of the infrastructure of the international specialized exhibition "EXPO-2017," which was held in Nur-Sultan in 2017.

            It becomes obvious that the transition to a new economic model is inevitable due to the current environmental situation. After monitoring and evaluating the situation, many developed countries are embarking on the path of a "green economy", developing in the direction of "eco-innovation". It is eco-innovation that is a new direction of economic development, and the creation of the International Center for the Development of Green Technologies and Investment Projects under the auspices of the UN will contribute to the development of these technologies and their import to other states.

6. Development of the "New future" concept under the UN auspices.

            The concept implies nuclear, energy, water, as well as food security, trust, mutual understanding and reforms, which are the basis of Kazakhstan's election campaign for the post of non-permanent member of the UN Security Council for the period of 2017-18. On June 28, 2016, with 138 votes from 193 UN member states, the Republic of Kazakhstan was elected a non-permanent member of the UN Security Council for the first time.

7. Relocation of UN headquarters to Asia.

         The world does not stand still, and if 70 years ago, when the United Nations was created, it was decided to locate its headquarters in New York due to the increasing role of the Western hemisphere in the international space, today, we can speak with confidence about the shift of the center of development to Asia, a region that represents the largest continent in the world, with a large population and concentration of huge resources. This is not only about bringing the global center closer geographically, but also increasing the level of solving international problems.

The initiatives of the First President of the Republic of Kazakhstan – Elbassy N. Nazarbayev, voiced at the UN General Assembly on September 28, 2015, in Kazakh, have long-term prospects, the decision on which cannot be made in the shortest possible time, but definitely deserve deep study, analysis of all the pros and cons of their possible implementation in the future.
